6.0 Implement plans to develop the Lower Kirby Urban Center as Pearland’s most intensive mixed-use employment, residential, and entertainment district.

6.1 Implement the recommendations of the Lower Kirby Urban Center Master Plan and Implementation Strategy.
6.2 Aggressively market the LKUC through all relevant channels.
6.3 Formalize and maintain a consistent identity for the LKUC.
6.4 Encourage the development of quality of life amenities in the LKUC.



Progress Highlights
  • We continue to market the Lower Kirby District to potential employers and undertake planning and infrastructure efforts to faciliate development.  Recent project announcents include Lonza Houston and Tool-Flo Manufacturing.
  • Regional detention in the Lower Kirby area was one of the major recommendations of the plan that includes utilizing the existing TxDOT drainage ditch and the City’s existing pond for detention east of Kirby. After many years of planning, construction on the first phase of the regional detention system was completed in the fall of 2015.  The City, PEDC and District worked together on enclosing the Kirby Ditch to make way for future South Spectrum Blvd. and rehabilitated Fruge Road. They also worked together on the reconstruction of Hooper Road with construction to begin April 2016. 
  • The second phased extension of underground electricity on Kirby Drive has been constructed and the third phase is in design. The City, PEDC, and District are also working together through a Development Agreement with Spectrum 86 to construct the third phase of underground electricity as well as the extension of North Spectrum Blvd. and a traffic signal at the Kirby Drive intersection. 
  • We have begun work on a conceptual plan to create an identity for the Lower Kirby District through signage and streetscaping.
